With the development of the society,China's demand of public welfare increases,however,the state's devotion in the field of public welfare is in a serious shortage. The devotion of public welfare doesn't follow with the social and economic development,so welfare privatization is the inevitable choice for the plight of social welfare demand. At the same time,welfare privatization may probably lead to a risk of public welfare loss,which brings new challenges in the field of public welfare governance. In China's public welfare field,which the theme of the times is to build a harmonious society,choosing the model of governing the public sector and private sector in cooperate is a response to the public opinion of diversified management and a performance target promotion in public sector.
