Clean-up and dismantling of UP1 reprocessing plant on CEA Marcoule site: lessons learned

The operation of the UP1 plant, the first French reprocessing plant for spent fuel unloaded fromreactors, started in 1958 and was completed in 1997. Soon after a consortium gathering three state or privatecompanies (CEA, EDF and COGEMA) was set up in order to contract clean up and dismantling operations.Currently, Atomic Energy Commission (CEA) is the only contracting authority of these operations. A dedicated fundhas been created and is now available to allow the dismantling of this plant. The UP1 decommissioning program iscomposed of:? Dismantling of various plants : the reprocessing plant UP1 and ancillary facilities as uncladding lines,vitrification workshop, high level liquid radwastes tanks etc;? Retrieval and packaging of wastes generated in the early days of site operations.Up to now 840,000 operation hours were performed in order to disassemble about 4,200 tons of components and toremove more than 95 % of initial radiotoxicity of the UP1 plant.Currently the end of this project is scheduled for 2040. The CEA Industrial partner is AREVA NC, a privatecompany. Dismantling and waste treatment operations are carried out in the frame work of a joint-liability poll ofenterprises for the 2005-2010 period, 3,000,000 h of operation work and 650,000 engineering hours are planned.Based on the feedback experience of performed operations this paper will deal with :? Management of waste and importance of waste decategorization for dismantling projects;? Dismantling techniques for teleoperated operations;? Developments necessary for specific applications.
