The TJATCMS prototype is a real-time traffic-adaptive signal control strategy that is suitable for management and control of traffic conditions in Chinese cities. In this paper we firstly describe three layers in TJATCMS (network layer, group layer, and intersection layer), and its normal strategy and special strategy, secondly present the model architecture including three major parts. Then, the software including four modules (network flow module, group module, isolated intersection module, traffic flow simulation module, and TJATCMS database) is introduced. At last, we present some simulation and field experiment results.
