Study on the Preservation System of Historic Environments in the World Heritage Area of Quito City, Ecuador: Focused on the Analysis of the Municipal Ordinance #3050 and PGDT Master Plan as a Protection Instrument

For the properties to be nominated on the World Heritage List (WHL), adequate national or local protection is required as stipulated in the Operational Guidelines for the Inclusion of a Property in the WHL. This protection can be interpreted as regulatory instruments, projects and activities. In other words, to include a property in the WHL, adjustments of the national and focal laws, creation or strengthening of national institutions and implementation of necessary resources to execute the Convention stipulations is required first. This study is aimed at analyzing the current status of the regulatory instruments such as regulations, ordinances, master plans and activities to protect the World Heritage Designated Site (WHDS) of Quito city (included in the WHL in 1977) and specifically to its historic environments until 1900, in order to determinate the characteristics and issues, and also the influence of the designation as WHDS in the preservation system at the local level.
