Chances and Risks of Wind Energy in Developing Countries and EmergingMarkets with Special Reference to China

摘要

Wind energy can improve the electricity supply systems in developing countries and emergingmarkets economically and in an environmentally benign manner. The major reasons for the oftenunexploited potentials are domestic and international investors’ lack of knowledge as well as lacking orunclear framework conditions for wind energy. Based on this assessment, the paper analyses theobjective and the available instruments of development agencies to promote wind energy. The mostimportant instruments comprise energy policy advice, support in the planning and implementation ofconcrete wind energy projects, and the dissemination of information. Special reference is made to theuse and promotion of wind energy in China. In order to promote a sustainable market development,especially in such a huge market as China, it is of eminent importance a) to provide sufficient incentivesfor investors to kick-start the market by initial fixed feed-in tariffs, and b) to create an operation andmaintenance service structure.
