AUTOMATING THE PROCESS OF ANALYZING AND VALIDATINGPAVEMENT SURFACE CONDITION DATA

Some of the essential elements of a pavement management system are the evaluation ofpavement surface roughness, distresses, and structural capacity. Road roughness (or ride quality) isbecoming the indicator of choice for characterizing the serviceability of a pavement. Several agencies useroughness as the primary input into programming of rehabilitation or maintenance. In Manitoba, thedepartment of transportation has collected network-wide IRI (International Roughness Index) and ruttingdata on an annual basis from 1999 to 2003. This data collection program has resulted in a very largedataset, and consequently, the need arose for software to handle the graphing of automated pavementcondition data and to perform quality control on the data.The University of Manitoba, in conjunction with the City of Winnipeg and Manitoba Transportation andGovernment Services, has developed software to perform the following functions: ⅰ) viewing of automatedsurface condition data, ⅱ) linking of this data with other databases, iii) assessment of data quality based onmulti-year surveys, ⅳ) verification of network segmentation based on IRI and rut depth, ⅴ) the ability tofilter and sort based on multiple criteria to limit the dataset to segments with similar and consistentconditions, which, enables the diagnosis of specific pavement condition states.
