Criteria for safety culture assessment in German Nuclear Power Plants

Safety culture as a dominant factor of NPP (Nuclear Power Plant) safety has become a high issue in Germany due to the current state of international discussion and a number of plant events in German NPP indicating safety culture impact. The main part of the paper is focused on the state of a German research project, named "Development of Practical Criteria for safety culture Assessment in German Nuclear Power Plants". The primary objective of the project is to develop practical instruments for the measuring of the contribution of individuals and the organisation to a safety culture for the operation of a nuclear power plant. The event orientated assessment is based on the assumption that events or occurrences in an NPP will indicate a deficiency in safety culture. The method provides a representation of the causes of disturbances for each occurrence which are comprised to cause complexes and reported. It is demonstrated with the help of an example.
