Risk management in the pre-design phase of civil structures

The city council of Amsterdam has planned to build a road traffic tunnel called "De Bongerd tunnel". Holland Railconsult has the assignment to perform the pre-design activities resulting in a set of requirements and a preliminary design. To ensure that the set of requirements is complete, a risk management cycle was established with the first step being a preliminary risk analysis. From this risk analysis it was also possible to derive measures in order to prevent unexpected risks to occur in the next design stages. To support the risk management cycle a risk register was created for use during the design, build and operation phases of the project. The conclusion was unanimously: risk management proves to be a successful methodology to guarantee a complete set of requirements, to foresee risks and to build a risk register. It is also expected to be useful to manage the risks in the future phases of the project. In the paper the methodology and the process followed will be explained. The added value of the authors approach consist of a more structured risk analysis on projects using the FMECA methodology known from Systems Reliability. Because of confidentiality reasons the results are presented in general terms.
