In this paper, a rationale for the design and construction of a second generation cesium fountain primary frequency standard at NIST is presented. The proposed system supports a short-term stability and a frequency inaccuracy. These stabilities are more than adequate to support frequency transfer systems. With transverse cooling, simultaneous frequency accuracy shall be achievable.
