As the field of human reliability analysis (HRA) matures, increasingly it is recognized that crew performance influences the character of operating events. This paper discusses the basis underlying the HRA characterization and quantification of crew decision processes that materially contribute to performance in response to abnormal conditions. This basis is the result of interpreting crew performance data collected during simulator trials, individual analyst interpretation of data from operating events, or the result of structured expert judgments. Data for emergency situations where crew performance may be distributed across, for example, the control room crew, field operating crews, and the technical support center (TSC) are sparse. This problem is compounded by lack of an agreed upon model of team performance and associated factors that could help direct future data collection efforts. This paper presents a model for performance and a possible approach to data collection in support of the quantification of crew performance and decision making.
