GSI has proposed a new synchrotron and storage ring facility forthe future development of research in Nuclear Physics and in PlasmaPhysics. A new synchrotron accelerator (BR=100 Tm) with strong bunchcompression capability will be the main machine in the new acceleratorcomplex. One of its major design goals is to deliver intense uranium(q=28+) beams at 0.4-2.7 GeV/u for the production and subsequent storageof exotic nuclei and antiprotons as well as for plasma physicsexperiments. The 100 Tm machine which is combined with a secondsynchrotron stage in the same machine tunnel (BR=200 Tin) is equippedwith a rf-compression system for the generation of short, high powerheavy ion pulses. By means of this compression system single bunches ofup to 20 ns can be generated in the fast extraction mode
