Safety of dams in international rivers: The case of Alqueva dam on the river Guadiana, Portugal

The Gove dam is located in Angola on the international river Cunene. It is a 58-m height earth dam impounding a 2574-hm~3 reservoir. In 1990, it suffered an act of war that endangered its safety and could have affected the 320MW Ruacana scheme, which had been constructed by another State on the international reach. This accident emphasised the importance of safety of dams in international rivers.
