Multi-objective decisions in and-use planning involving chemical sites

摘要

A methdology for land-use planning involving chemical sites has been developed for use by local and regional administrations. The methodology structures the planning process in seven steps, where one can loop trough the steps as many time as required. Essential parts of the methodology are the specification of objectives and the development of alternatives where the objectives set the frame in which the alternative are assessed and compared. The list of objectives includes the following items: safety and accidents, public distortion and health, environmental impact, cultural and natural heritage, societal and company aspects. Focus is laid on the safety related items. In the development of the method case studies from Sweden and Denmark have been used, and essential topics and results from a Diansh case study concerning the expansion of a refinery are presented.
