Emergency response planning: concepts and framework for measuring performance

Prompted by the new offshore safety regulations, there has been an increased focus on emergency response (ER) planning in the oil & gas industry in Norway and the UK. But, in spite of the increased foucs on ER planning, it is not clear what should be included in this planning process. Neither has there been drawn limits defining when and in what situations ER should come into action. Performance standards and performance measures are terms widely used to express and evaluate the functionality of Er arrangements, but the presentation of these terms varies a lot.
