Trecate: a proposal for planning general emergency in a high-concentrated industrial area

The mutual recongition and the co-ordinated action turn out to be the salient features of external emergency management in an industrial area. Plants and facilities having different risk outlines coexist and the consequences of an accident in a plant spread to the adjacent sites, involving a significant impact both on the population and the environment. This paper shows the results of the study on external emergency planning in the industrial area of S.Martino di Trecate, consiting of companies subject by different wasy to the EEC "Seveso Directive" or to industry regulations involving safety matter. The plants' particular features, the significance of their risk outlines and both logistic and organisational requuirements of a "high industrial area" underline the essentiality of a joint approach to safety management.
