Abstract: An analysis results of Vis&NIR LIDAR limitations and improving possibilities show that specifications for electro-optical instrument parameters should be formed on the basis of stability-against-background clutter analysis of receiving signals' processing algorithms used. It allows to formulate the requirements to a measurements accuracy that often can be determined by a background clutter influence.!4
