Certifying compliance with clean air act requirements legal obligations and consequences

The 1990 Amendments to the Clean Air Act included a new emphasis on certifications of compliance by corporate management and other officials responsible for the operation of regulated air emissions sources. This emphasis is most pronounced in the new Title V operating permit program to be administered by the States but enforceable by the U.S. Environmental Protection Agency.
