Determines the minimum bandwidth required for the high-frequency (HF) broadcast service for a high-sunspot season and shows the likelihood of sharing the HF broadcast spectrum with other HF services on a non-interfering basis. Software specifically developed to emulate the improved HF broadcast conference (HFBC) planning system of the International Frequency Registration Board (IFRB) is used. This software, called the HF spectrum use model (HFSUM), is described in Rush et al. (1988), and Washburn et al. (1990). The study uses as its database the frequency notifications for the June, 1990 (J90) HF broadcast season. Overall, the results of the J90 seasonal analysis show that a proposed compatible SSB system requires approximately 55% of the spectrum that the existing DSB system requires and time-sharing of the HF bands between broadcast and non-broadcast services is probably feasible on a noninterfering basis.
