Transforming Closed Captioned Television Video into Closed Captioned Web Video (To comply with the 21st Century Communications Video Accessibility Act)

On October 8, 2010, the 21st CenturyCommunications and Video Accessibility Act of2010 was signed into law by President BarackObama. This new law expands the requirements forweb video captioning and accessibility services.More specifically, it requires that any closedcaptioned television program broadcast in the U.S. beclosed captioned when delivered over the Internet.The law also requires all devices capable ofdisplaying video to be able to display closed captions.This new requirement poses a new challenge for TVbroadcasters who deliver digital closed captionedcontent to a variety of different formats on the Webfor viewing on computers and mobile devices.This paper will describe the underlying technologyused to transform a closed captioned television videointo a video closed captioned for all web formats.Emphasis will be placed on the most effective andefficient workflows to accomplish this.
