Aiming at the problems of low rationality in the traditional irrigation water price accounting algorithm, which does not meet the actual needs of agricultural production irrigation, the design research on irrigation water price accounting algorithm is carried out, and an irrigation water price accounting algorithm for seasonal water shortage irrigation area is proposed. The optimal decision point is determined by establishing the user's irrigation water demand curve; and then the variable parameters of the irrigation water price accounting algorithm such as the user's affordability index, water resource abundance degree, water resource utilization rate, water resource cost, water supply cost for irrigation project and environmental cost are determined. Experiments show that the algorithm has a higher rationality in accounting results of irrigation water price compared with traditional algorithms, and can effectively reflect the difference in water resources endowment in seasonal water shortage irrigation area.
