Energy Efficiency Policy Maker in Malaysia has established an Electricity Act to regulate the electricity supply industry. The act provision focuses on efficient use of electricity including to determine the efficiency standards on installation and equipment to meet efficiency requirement. However, this requires energy auditing and energy management, which needs very technical details. Besides that, with all the provision from the government on resolving the energy crisis, it still requires the people’s efforts to help maintain or reduce their energy consumption. However, most people do not have a reliable way to see the results of their efforts on saving energy. The objective of this study is to develop an Energy rating system that can be used to rate the energy consumption, which does not require heavy monitoring. Such a rating system can be used as a personal energy auditor for users to understand their energy usage patterns and also to inspire users to set goals for cost savings. To set up this energy rating system, a data collection of energy consumption and computation of the normal distribution of average energy usage and moving average are performed. The energy rating system will use the moving average dispersion data and then compare it to the normal distribution of actual averaged consumption to indicate energy usage. The rating of energy usage is determined using the empirical rule, which is the general dispersion of a normal distribution. Based on this method, the energy rating will show 8 different energy usage indices with colour codes for easier viewing. In addition, this paper presents an analysis to identify the best number of days counted for moving average towards accurate results. The accuracy of this calculation will affect the overall rating and the different ways that the energy rating can be used.
