Decision-making Model Considering Functional Differences in Transmission and Transformation Projects

With the further reform of the power system, the investment of transmission network construction tends to transit from extensive growth to multi-target investment. So, the project investment cannot merely aim at roughly satisfying load growth, it is of great significance to promote a model with comprehensive accurate evaluation for investment benefits of transmission and transformation projects (TTPs). For the purpose of improving the precise investment ability of transmission network, Firstly, based on the main benefits of different functional projects, TTPs is divided into four categories. Moreover, an evaluation index system of TTPs with different functions was established to calculate the main benefits considering the benefits of technology, economy and society. Secondly, the economic benefit and cost quantitative model of the whole life cycle was established to assist the precise investment. Finally, considering the fuzziness of decision makers' thoughts, fuzzy analytic hierarchy process (FAHP) using triangular fuzzy numbers method was applied to calculate weight. Three candidates were taken as an example to prove this method effective in quantifying the investment benefits of TTPs with reducing redundancy index.
