Rebuilding the New York City World Trade Center site is a complex endeavor involving a multitude of contractors and agencies. The Federal Transit Administration established site-wide Environmental Performance Commitments for several environmental disciplines including noise and vibration. In addition, a Major Public Project Construction Variance was issued for the Bored Tunnel Alternative project in Seattle. To continuously monitor and track compliance, Paul Carpenter Associates, Inc. initiated state-of-the-art remote monitoring systems for each project. The World Trade Center monitoring system includes noise monitoring terminals and vibration monitors located around the perimeter of the construction site. The Seattle Bored Tunnel monitoring system includes noise monitoring terminals within the north portal, south portal and shoring locations throughout the city. As part of these state-of-the-art remote monitoring systems, data documented by the noise terminals, including audio files, and vibration monitors is continuously sent to innovative, project-specific compliance websites and are accessible to authorized users. The system also automatically emails reports and exceedance alerts via email. The remote monitoring system and supportive web-based system provides a technically advanced form of reporting and client interaction. This form of posting exemplifies this era and offers an immediate, accurate and innovative method of project delivery.
