KAERI's use of nuclear material exempt from IAEA safeguards has been studied and a proposal for the control and management of small quantities of such nuclear material has been presented Provided that the IAEA acknowledges the difficulty in accounting for and control of small quantities of nuclear materials such as standard sources, calibration sources, and spikes and give authority to the SSAC in the case of determining whether such nuclear materials are exempted or are not subject to IAEA safeguards, users of standard sources, calibration sources, and spikes should not have any cause for discomfort or confusion. Furthermore, the IAEA should consider reducing its number of inspections and performing more cost-effective inspections.
