A Cloud Over the Developing Frontier of Fundamental Analytics for Power Grid Stability

In this paper a discussion about the challenges in developing protection technology for integration of high-penetration inverter-based resources, particularly grid-connected photo-voltaic (PV) generations is provided. We first put forth a brief overview about three events of major interruptions of solar PV generations in Southern California. Then we present an overview of the basic methods for protection analysis and fundamental assumptions. By pointing out the limitations of these basic methods in the context of the major interruptions of PV generation, we argue that 1) most of the emerging protection problems associated with inverter-based resources are resurfacing of a sub-cycle electromagnetic transient issue, which is not well-understood and has been avoided in practice, and 2) advancing the frontier of fundamental analytics should be prioritized.
