Protecting Capital Assets and the Environment: Water Resources Conveyance System Planning in Monterey, California

Monterey One Water's (M1W; Agency) 'Pure Water Monterey' potable-reuse project in Northern Monterey County, California, will reuse treated wastewater, stormwater, food industry process water and impaired surface water to secure the region's water supply. A critical component is M1W's conveyance system, which conveys water resources from 11 member agencies and other water resources to a regional treatment plant. To address deterioration of aging infrastructure due to the harsh marine environment and wastewater flows, critical assets were evaluated using a data-driven approach leveraging condition assessment, hydraulic modeling, and financial planning, to identify investment needs and management strategies to sustain organizational performance while minimizing lifecycle costs. This paper presents a case study for the methodology, findings, and lessons learned from applying the data-driven approach for analysis of the regional conveyance system.
