In March 2018, DC Water achieved a major milestone in the implementation of its Combined Sewer Overflow (CSO) Long Term Control Plan, also known as the DC Clean Rivers Project (DCCR), with the completion and commissioning of the first phase of the Anacostia River Tunnel (ART) System. By placing the ART system into operation, DC Water met a major milestone for delivery of CSO control facilities per the terms of its Consent Decree. This paper presents a discussion on coordination of contractors, engineers, and Owner staff during the commissioning of the system and the performance during the first year of operation, which happened to be one of the wettest years on record for the District of Columbia.
