Commitment Meets Flexibility: How MCES Is Successfully Achieving I/I Reduction Through Clear Goals and Regional Partnerships

Numerous regional systems have attempted to establish peak flow limits for systems contributing flows to the regional system. Metropolitan Council Environmental Services (MCES) established such a program in 2004 and continues managing the program today. Starting in 2016 there was a recognized need for outreach, data consolidation, and quantitative understanding in several areas- especially in public and private inflow and infiltration (I/I). The data and outreach will support focusing more on PPII in the 2020s, along with additional modeling and analyses. While the paper explains the path taken to establish the program, it also explores the topic of lessons learned involving ways to do this now, with less stress on all parties involved. Readers will gain a greater understanding of how this program was established, achieved results, changed over time and will continue to change in the future. Lessons learned are featured throughout and summarized at the end.
