Taking a Deeper Look at Affordability

The City of Bend, Oregon recently enacted a city-wide septic to sewer conversion program for the 2,800 households citywide that are still reliant on septic systems. Focusing first on a study area of 600 homes, Bend learned that a standard, one-size-fits-all solution would not be affordable for a significant share of households, despite the area's relative affluence.
