COMMUNICATION IN CHAOS: THE EMERGENCY RESPONDERS' PERSPECTIVE

This work considers gaps in emergency response from the perspective of the emergency responders involved in the crisis, a group that has been overlooked in the literature. While a literature review of after action reports and media coverage of emergency response efforts has shown consistent gaps in emergency response communications, the responders who were actively engaged in communications and affected by these communication gaps have not been considered. A survey was used to gather the thoughts and opinions of response personnel regarding communications during a response. The survey was released online and sent to a variety of law enforcement, fire departments, and ambulance districts. The survey data supported hypotheses regarding breakdowns due to technology, terminology, leadership, and training.
