This paper presents a three-phase synchronous generator that has double rotors for low-head hydropower generation. The prototype generator was made for testing and basic characteristics were varied. The generator consisted of an armature coil rotor and a field permanent magnet rotor. The test machine with the prototype generator had two AC driver motors, the direction of the AC motors was regulated by a controller. The armature coil rotor and the field permanent magnet rotor were rotated opposite to each other, and the mechanical loss of the prototype generator was measured. The prototype generator characteristics were verified by the tests. In this test, the measured generation power value was over 50W with a rotor speed of $500min^{-1}$.
