An Integrated Assessment of Seismic Hazard Vulnerability and Resilience of Seaports

Ports play a vital role in the nation's economic well-being, and any disruptions to ports may incur significant economic loss to seaport stakeholders and the society. This study evaluates the resilience of a seaport and the economy in response to extreme events of earthquakes. Using the nonlinear time-history analysis of geo-structure models, the seismic performance of structural wharf systems and seismic damage to the seaport are evaluated. The consequent repair time and operational disruption losses are estimated for two earthquake scenarios representing moderate and strong events. The estimated delay in services and loss of cargos are used to perform economic resilience analysis. Using the integrated physics-based infrastructure vulnerability models and economic models, the relative contributions of various resilience options in reducing potential economic impacts from port disruptions are quantified. It is found that ship diversion and recapture tactics are among the most effective options to enhance the resilience of the seaport and the economy.
