We warmly welcome you to the 13th IEEE International Conference on Semantic Computing (ICSC 2019). Building on the success of its predecessors, ICSC2019 continues to be a major international conference for the researchers and practitioners to exchange information regarding latest advances in the state of the art and practice of semantic computing, as well as to identify emerging research topics and define the future of semantic computing. Research in semantic computing is generally concerned with all types of resources including data, document, tool, device, process and people. The scope of SC includes analytics, semantics description languages and integration, interfaces, and applications including biomed, IoT, cloud computing, SDN, wearable computing, context awareness, mobile computing, search engines, question answering, big data, multimedia, and services, using computing techniques. The technical program of ICSC2019 consists of invited talks and paper presentations.
