The Study on the Access Mechanism for My Health Bank

Taiwan's national health insurance (NHI) system has made it convenient for people to get care, thus increasing the number of visits to doctors each year. Despite this fact, few people know that they can use their health insurance IC cards to download "My Health Bank" data and access personal medical information. The purpose of this study is to help people more directly control and manage their own health by the application of personal health records, digitalized medical records and My Health Bank data, so that they can not only obtain their medical information but also share and discuss the information with other people. However, under different circumstances, some of the medical information is more private than others, so there's need to determine different roles for different people and to what extent each role can access "My Health Bank" data. With access control, patients can obtain and use their own medical records, and when discussing them with others, the confidentiality and availability of the information are guaranteed, which empowers patients to better manage their own health. The prototype system of this study reveals way of access control based on different role play, and shows that with analyzing, chunking and reading the Extensible Markup Language (XML) files from My Health Bank, it is possible for users to share data from My Health Bank through the internet.
