In low earth orbit mobile satellite systems (LEOMSSs), challenges are formidable in resource management because of frequent passive handover caused by quick movement of LEO satellites. In this paper, we concentrate on the radio resource optimization problem of multi-service in LEO-MSSs downlink. With the positioning technique and the benefits of regular satellite orbits, we propose a novel dynamic allocation method based on handover forecast. Besides, we construct a gain function to describe characters of multi-service and propose a multi-beam joint resource allocation (MJRA) scheme for the first time, leading massive drop of unsuccessful connection probability, making the most use of resources of uncrowded beams and increasing system gains. Simulation results show that the proposed optimization method has a better performance compared with previous adaptive resource reservation and the proposed MJRA scheme has a further improvement of this optimization method for multi-service with different forecast accuracy.
