Pre-implementation is one of the essential phases for enabling successful implementation of every project in organizations. This becomes more vital when for large-scale projects which bring into play the whole efficiency of an organization. Implementation of Enterprise resource planning systems is example of such projects which impose high costs and long durations of time on organizations. Reports from previous attempts elucidate that close to 70 percent of ERP implementations failed in their execution level. Therefore proposing a systematic approach for achieving a practical ERP will definitely assist its successful implementation. A functional method is to add one more stage called pre-implementation to the overall implementation process of ERP. For increasing efficiency and precision of this method, organization's environmental analytical tools such as CBR model could be utilized. CBR or Case Based Reasoning is a tool by which a new ERP implementation case is compared to previous successfully-implemented cases in order to model some decisions of the old case for the new target case. In this paper we propose a model through which we could plan for better implementation of ERP in organizations.
