Clean energies and intelligent grids are principle characteristics of novel electrical systems, and coordinating their developments is critical. We propose an evaluation system for clean energy and intelligent grid comprehensive development in "3 layers, 4 parts, 15 objectives" considering the four major energy processes in the electrical industry, namely generation, transmission and distribution, consumption, and dispatchment. Such evaluation is essential to the establishment of priorities and principle areas of intelligent grids and clean energies. Using the developed system, we evaluate the status of the clean energy and intelligent grid developments and the extent of their coordination in China through an analytic hierarchy process. The results show that the extent of collaboration of transmission and dispatchment is higher than that of consumption. Accordingly, we suggest that the development in the consumption part should be given priority of China.
