Describe the regulatory interpretation and scientific analysis to support the use of a reference watershed approach in a TMDL revision for nutrients in Lake Elsinore, in southern California. Lake Elsinore was determined to be a candidate for this alternative TMDL development approach because of elevated watershed nutrient loads from natural lands, multi-decadal hydrologic variability, and having extensive existing water quality controls. This paper synthesizes decades of planning, monitoring, and project implementation.
