Long Term Control Plan Affordability for Public 'Buy-In'

The Financial Capability Assessment (FCA) process for Long Term Control Plans (LTCP) facilitates an evaluation of the permittee's financial conditions and assists in the development a schedule for CSO control implementation that aligns with the permittee's ability to pay for the required improvements in a way that rate payers can afford. However, after many years of use and implementation, the United States Environmental Protection Agency has provided additional guidance and considerations that could be brought forward as part of the FCA. Through experiences and case studies from various size permittees that have completed and submitted FCAs as part of their LTCP obligation, a number of lessons learned can be shared to allow an achievable and affordable LTCP to be developed and implemented.
