Too often utilities are overspending on compliance-driven initiatives such as CSO control and not addressing the need for investment in other infrastructure. This paper demonstrates how developing a comprehensive understanding of a utility's infrastructure condition through asset management can be utilized, along with advanced financial modeling tools, to justify a balanced investment approach to regulatory compliance and infrastructure renewal. Integrated planning allows for sustainable investment in both, but utilities need to do the leg work in understanding their needs, priorities, and financial capability to justify the allocation of spending across a range of equally critical and high priority projects.
