Underground utilities are one of the major infrastructures of modern cities. Complex utility networks lie beneath the streets of these cities but, often, these utilities are ageing, and in unknown locations and condition. Additionally, utility owners have little idea of the precise location and properties of these utilities that are buried in congested configurations. As such, underground space contains hidden, unmapped pipework, cabling and box culverts. However, given the right standards and workflows, today's technologies allow us to acquire a reliable three-dimensional (3D) map of these buried infrastructures. The reliable 3D map is beneficial to utility owners, and urban planners for the planning of underground spaces, and can result in a more efficient and resilient underground infrastructure. This paper highlights a framework for underground utility mapping for smart city planning, to ensure acquisition of reliable 3D utility data. Thereby, reducing the inefficiencies, risks and costs during construction work. The framework defines best practices for 3D underground mapping using non-destructive geophysical instruments as well as a model that bridges the gap between data acquisition and data management. We believe that the adoption of this framework will be an important driver for smart city planning, improve underground land administration, and the possibility to conduct safer excavations for construction work.
