Seismic mitigation and isolation techniques can avoid structural damage, reduce earthquake damage loss and have good social and economic benefits, which is in line with the concept of the performance-based seismic design. However, due to the complexity of the ground motion and the designer's lack of understanding of the dual characters of the Seismic mitigation and isolation techniques, the impact on the seismic performance of the bridge may be negative. In this paper, the “double-edged sword” attribute of the seismic mitigation and isolation techniques is revealed at different angles: earthquake disaster phenomena, principle of the seismic isolation, and calculation method. It is found that to reduce the negative effects of seismic isolation technology, it is necessary to ensure the balance between force and displacement, and there are two ways to achieve this goal: the dynamic design of the seismic system and the constitutive design of the force and displacement of the seismic isolation device.
