Change Management Methodology for e-Government Project in Developing Countries: A Conceptual Model

The failure rate of e-government project in developing countries is high. Current studies found that the majority of the e-government project failure was caused by change management. E-government as object of project is a complex object, since it involves not just only information technology (IT), but also people, processes, government policies and legislation, bureaucracy, organizational structure, and etc. Since currently existing models of change management are still generic models for IT projects, it is necessary to formulate a change management model for e-government projects. The model aims to provide a guideline for government and e-government project practitioners in developing and implementing an e-government project in order to be accepted by the target users, to achieve the project targets, and to support the organization's goals. The proposed model is formulated by identification of the characteristics of e-government projects in Indonesia. Further, formulating a change management model through three activities, that is main components of existing change management models, activity and arranging the flow to form a methodology. The proposed change management methodology consists of seven main components, which were set the change goal, form a change management teams, doing gap analysis, establish a desire to change, design new environments, implementing the change, and sustain the change. The components were mapped to the SDLC, project management phases, and states of change.
