Traffic assignment is an important step of the integrated transportation planning, and traffic impedance is one of the key parameters in the process of traffic allocation. Conventional road traffic impedance is mainly for researches focusing on road traffic, but in the integrated transportation network, it's important to take the effect of different technical and economic characteristics of multimodal transportation of the trip into account. Therefore, there is a great need to develop a impedance model that is suitable in the environment of integrated transportation network. Firstly, the paper introduces the concept of the time value and we get the personal information, travel behavior characteristics and analyze time value of the traveler through stated preference (SP) survey data in Nanjing. Then, based on the income levels and travel purposes, we propose the relevant time value which is fitted to travel characteristics. The paper applies the improved model of BPR function model, Davidson function model, and delay model of queuing theory to road, rail, and air, respectively. Finally, this paper proposes the impedance model of generalized cost which is based on the time value and make the comparison among three modes: freeway, railway, and aviation. According to the analysis of the SP survey data, it measures the time value of different income levels and destination groups in Nanjing. The cost is adopted as a unified comparison variable in the model to make up for the traditional impedance model. It may help travelers make better choice in travel modes and improve the efficiency of the integrated network.
