In order to make full use of urban traffic microcirculation road resources and to relieve traffic congestion in road network, the one-way traffic bi-level programming model for construction of the traffic micro-circulation network is developed. The upper-level problem is to equalize the pressure of road network and improve the operation efficiency of road network under the condition of satisfying the saturation of road section; the lower-level problem uses the user equilibrium assignment to describe the walkers' path selection behavior. The genetic algorithm is adopted to solve the model. A numerical example shows that not only the bi-level optimization model can improve the traffic efficiency of the micro-circulation network but also can equalize the road network pressure.
