The design principles and implementation mechanisms of electronic records storage model on cloud datacenter were researched in this paper, which starts with the social needs of continuous preservation and effective reuse of social memory in digital times and combines with the huge advantages of cloud storage and the professional requirements of archive management, in order to help the document file managers to timely capture and scientifically manage the electronic record in ICT environment. The "double-layer data storage model" solution proposed in this paper realizes the whole process management of electronic document life cycle, guarantees the authenticity, evidential quality and integrity of electronic documents, as well as provides methods and solutions for the retained actual and unbroken digital asset of organization, country and society. This scheme has been implemented in paperless office of some banks and insurance companies in China, and good results have been achieved.
