Over-the-top (OTT) video distribution hasgrown at an incredible pace in recent years, primarilydriven by consumption of on-demand content. Live OTTservices, including news and live sports content, require lowlatencies to fulfill user expectations and achieve widespreadadoption.Most of today's OTT services are unable to overcome 20seconds latency in content delivery due to adaptive bit-ratestreaming technologies such as HLS and DASH that usesmedia segments up to 10 seconds long. To reduce latency,those segments need to be reduced to one second or less, butthis in turn impacts compression efficiency. However, anopen GOP encoding scheme, as traditionally used inBroadcast TV, solves this problem by enabling the externalI-Frames referencing across segments.This paper describes how an Open Group of Pictures (GOP)encoding strategy constitutes a major improvement inbringing a broadcast-grade, live TV experience to OTTservices.
