New experimental data of ion flow parameters dependence on discharge geometry and parameters of discharge pulse were obtained. It is shown that charge state composition is forming during low voltage and high current stage of flashover discharge. There is no noticeable dependence of ion energy spectra and ion charge composition on pulse voltage and discharge current. Total ion charge generated by flashover discharge depends on discharge time and area of dielectric surface that discharge occurs on. There is straight dependence of ion energy to an ion charge. When short interelectrode gap is used vacuum arc discharge occurs, leading to electrode consumption.
