Seattle Multimodal Terminal: Reconstructing Washington State Ferries' Largest and Busiest Terminal

Historically known as Colman Dock, the Seattle Multimodal Terminal is arguably the most operationally complex ferry terminal in the United States. Serving a diverse mix of users, from pedestrians and bicycles to general and commercial traffic, the facility is a key regional multimodal transportation hub, annually providing transportation to 9 million riders, including 4.8 million foot passengers. Originally constructed in 1964, the facility is being rebuilt to address its seismic vulnerability and support ferry operations over the next 75 years. The project is currently at 30% design and recently completed its National Environmental Policy Act (NEPA) compliance process. Its over-water footprint within Elliot Bay triggers complex environmental compliance processes that have greatly influenced the layout of the facility, the pile type selection and construction methods. This paper describes the preliminary design parameters that emphasized balancing the technical and operational needs of the facility with complex environmental regulations, a high degree of stakeholder involvement, and coordination with adjacent projects.
