This paper proposes statistical tools to efficiently design, at the lowest cost, a fully connected and fast hierarchical Mobile Ad-hoc Network (MANET) partitioned into multiple clusters led by pre-assigned heads. We propose a statistical estimation method that optimizes the choice of the inter-nodes coverage radius to ensure a fully connected network in both cases of distributed and centralized access. Then, we statistically estimate the end-to-end number of hops required to interconnect two random nodes in the network using different routing protocols. A numerical example is given to illustrate the use of these parameters in the network topology design in terms of coverage radius and end-to-end delay.
